Enable terminal Hermes

For cohort operators who are allowed to run local Hermes on their own machine while routing model intelligence through the ANKL cohort proxy.

Cohort terminal access is not the same thing as downloading the extension. The extension is the browser body. Terminal Hermes is the local operator lane. The same callsign should bind both, but the terminal lane stays gated.
